		<description>You are right. It would be instructive to go back and look at the actual numbers of crimes committed over that period of time instead of merely the rate. I do stand by the point though that sentencing reform is probably one of the most critical needs in the public policy arena. No one in the world incarcerates people at the rate America does.</description>

		<description>The one big problem with your theory is that the crime rate is calculated as crimes vs population. Yes the crime rate has gone down but the population has increased, so the rate of decrease in the crime rate would have to exceed the increase in population to make a meaningful difference.

I do agree with you that a lot of peeps are incarcerated at an incredibly high cost that is obscene compared to the weight of the crime and the lack of "corrections" at the Department of Corrections.</description>
